Panchayath Education Committee

Panchayat Education Committee (PEC)

The Panchayat Education Committee (PEC) is an important people-oriented committee functioning in the Grama Panchayats of Kerala to improve the quality of education and enhance the physical infrastructure and facilities of schools.

As part of Kerala’s People’s Planning Movement, the transfer of school administration to Local Self-Government Institutions gave these committees more significant responsibilities.

The structure and major responsibilities of the committee are as follows:

1. Structure of the Committee

The PEC is constituted at the Panchayat level with broad participation.

  • Chairperson: Grama Panchayat President

  • Vice Chairperson: Chairperson of the Health & Education Standing Committee

  • Convenor: Headmaster/Principal of a Government or Aided School within the Panchayat area. The Convenor is generally nominated by the Panchayat administration.

  • Members:

    • Chairpersons of the other Standing Committees

    • Headmasters (HMs) of all schools within the Panchayat

    • Presidents of School Parent-Teacher Associations (PTAs)

    • Education experts and representatives of teachers’ organisations

    • Assistant Educational Officer (AEO) or their representative

2. Key Responsibilities

Planning Educational Programmes:
Prepare annual Education Plans for the comprehensive development of the education sector within the Panchayat.

Improving Physical Infrastructure:
Ensure that schools have adequate facilities such as buildings, drinking water, toilets, playgrounds and computer laboratories, and facilitate the allocation of funds for their development.

Improving Academic Standards:
Develop programmes to improve students’ learning outcomes, including special coaching classes, career guidance, school entrance programmes and initiatives to address learning gaps and educational backwardness.

Mid-Day Meal Scheme:
Monitor the quality and proper distribution of mid-day meals provided in schools.

Preventing Dropouts:
Undertake community-based interventions to prevent children from discontinuing their education before completion.

3. Coordination with School-Level Committees

The Panchayat Education Committee coordinates the activities of the Parent-Teacher Associations (PTAs) and School Management Committees (SMCs) functioning in individual schools.

Major requirements that cannot be addressed by schools on their own—such as the construction of new buildings or projects requiring substantial financial resources—can be incorporated into the Panchayat’s development plans through the PEC.
