Annual Plan
The Annual Plan of Malappattam Grama Panchayat is a detailed framework of the development activities and services that the Grama Panchayat proposes to implement during each financial year.
In simple terms, it is a process of planning in advance where roads need to be constructed or improved, which sections of the population should receive various benefits, and what improvements need to be made in areas such as agriculture, education and healthcare during the year.
Major Features of the Annual Plan
1. Participatory Planning
One of the most important features of the Annual Plan in Kerala is that it is prepared through participatory planning (Janakeeya Aasoothranam). In other words, proposals and suggestions put forward by people through the Grama Sabhas are discussed and subsequently developed into projects.
2. Various Sources of Funds
The Annual Plan is implemented mainly using three types of funds:
Plan Fund: Funds provided directly by the Government for development activities.
Maintenance Grant: Funds provided for the maintenance and repair of existing roads, buildings and other assets.
Own Fund: Funds collected by the Panchayat through taxes, fees and other sources of its own revenue.
3. Prioritization
Since it is not possible to undertake all activities simultaneously, projects are formulated by giving priority to the most deserving beneficiaries and the most urgent needs. Specific allocations are also made for Scheduled Caste (SC) and Scheduled Tribe (ST) communities, women, children and persons with disabilities.
4. Approval
The Annual Plan prepared by the Grama Panchayat requires the approval of the District Planning Committee (DPC). The funds can be utilized for implementing the projects only after obtaining the required approval.
